First off, don't expect the biggest and best to just work out of the box. Every build has a spec. and just throwing the biggest is not a sure way of getting power. There is a method to building  an some parts may not work well wit others. Set a Horse power goal, build to suit and get a turbo set up that will compliment the enines expected out put. Once you've done that you have to get it tuned so that your peak out put is acheived with out blowing or frying some thing up. If yu slap things together with out a  real acheiveable goal in mind, you'll fail. That's my advice and make sure you speak to some one that tunes for more advice on proper equipment for the build you have in mind. There are many ECUs that do the work that you want, but it takes a tuner with a dyne and a computer to get the utmost from your build.

^^^ exactly! putting on the biggest turbo possible might give you huge hp but no torque and massive lag

Ditto. It's vice verse with a small turbo. A lot of get up and go, but no top end due to the turbo winding out sooner. It would burn out faster, too. Ford uses a tandem turbo set up on their diesels. One primary small turbo and a secondary bigger turbo. It's all computer assisited with a FICM (fuel injection control module) and PCM (power control module) combination. I have to say, it impresses me.
