It does lower the ambient heat index in the engine compartment by some degrees. Enough to make a difference in how your engine performs. It still gets hot, but not as hot as when you don't have it on. Pair that with a real, working, tried and tested cold air intake plumbed from an intercooler and the results are very good. Cooler ambient air in the engine compartment doesn't heat the air in the CAI tubing and results in better air temps( higher oxygen levels) into the cumbustion chamber. Cooler air means more dense oxygen and when you have that you get more ponies.
That's one of many things that you can do to lower the ambient air in the EC. I've wrapped up a few headers in my time and I have always been impressed by how well that thermal wrap works. Don't sleep on it, if you have headers. Also, look into other ways, on top of the wrap, to lower ambient engine bay temps.

Greddy also recommends this for the 06+ up Civics who purchase their turbo kits due to the ECU and piggy back wiring traveling so close to the manifold.

Lower ambient engine tempuratures will net you a more reliable vehicles overall due to less stress and extreme tempurature changes being placed on near by components as well.

Good point. I forgot to mention that also. More heat = more wear, and subsiquent melting of plastic parts.
