Which car, available for under $21,000 will have the biggest increase in performance with just putting in a cold air intake and full exhaust system? I hear it's an Evo, but I really have no idea.

Well it is going to be a turbo vehicle. Are you allowing free stuff to go along with the intake and exhaust? If you are then it would be a 1998 Dodge Ram. You can come close to double the output with free stuff, and the intake and exhaust keeps the temps safe.

I don't want a truck, but a turbo vehicle would make sense, maybe I'll get a WRX STI, thanks a lot for the help!
