I need HELP!!!! I dont know what to do where to go and My Car is Dead

I was involve in a car accident 3 months ago, the insurance company has been taking to long and giving me weak excuses and they don't want to pay for all the damages done to my car. I woul dlike to know if I can take legal action and sue the insurance company or the owner of the vehicle i was strucked by.

I was traveling south bond on the left lane on I-95 in CT. When the car in front of me slams on his brakes coming to a complete stop. I had enough distances between me and him that my car came to a complete stop before myy vehicle came closed to him.When i came to a complete stop i quickly look into my rear view mirror. I see a red eclipse flying at me and I can hear his tire screeching trying to stop. I look over to my right side and notice there was no car next to me or coming so i try to move out the way but the guy in the red eclipse decides to fallow me and hits me in the rear left part of my car. Pushing me into the truck in front of me that was towing a trailer. He had enough space on the left side to jump into the media and avoid me but he doesn't. after he hits me a Honda civic rear ends the eclipse. I took photos of every thing cars, damages, and tire marks and even the tires on the eclipse that are for racing sinces in vehicle was modified. Talking to the witness of the accident and the driver in the Civic. they told me that the red eclipse was speeding and cut them off and he couldn't stop in time and they saw him slamming into my vechile and pushing me into the trailer. Then he stated that he try to avoid the eclipse by going ton the media but he couldnt avoid hitting him.

Now here is the problem the car that I drive is a 1993 Toyota Supra Limited production and in the auto market they have no value. they range from $10,000 all the way to $100,000 Book value of the car i was giving a quote of $18,000. The damages done to the car are over $10,000 I want to get my car pay in full for all the damages. The guy that rear ended me only has liability and his policy only covers up to $10,000 in damages. His insurances company is the worse insurance I ever dealt with his adjuster doesn't pick up or return calls until weeks later. The few times i talk to him he always gives me excuses that makes no sense. His adjuster keeps telling me they cant get hold of the owner of the trailer to have his statment of what happen.and that they have to devide the car that strucked me policy limit with my vehicle damages and the trailer damages. So as now it seem Im not going to be getting pay for all the damages done to me vehicle and I would like to know if I can take legal action and sue either the insurance or the owner of the car that rear ended.  

I would at least contact a lawyer and ask him what he thinks.  

I try several lawyer already but no one willing to take my case because i wasnt hurt in the accident.
