Your neon will always be pretty slow without Nitrous, a turbo, or a custom fabbed supercharger.  This does not mean you can't modify it and make it quite a bit quicker.  I had a 2000 neon that I put an intake exhaust and underdrive pulley on and I kept up with a 99 civic si just fine all the way to 60.  I think he was about a bumper ahead. All of these mods can be purchased at modernperformance.com.

If you are staying naturally aspirated you should follow this list of modifications in order:

Cold Air Intake (Aem worked great for me)
Underdrive Pulley
Exhaust (please don't just throw a crappy glasspack at the end of your exhaust pipe)
Longtube Header/Magnum exhaust manifold
Magnum intake manifold
Magnum head
Crane 12/Magnum cam
If pre 2002, get a Howell racing ecu

These mods will bring your stock 16.5-ish 1/4 mile time down substantially.  on a 1st gen neon you would be in the very low 15 second range.  2000-2002 neon would be around 15.3-15.5.  2003+ neon you'll probably be more like 15.6 in the 1/4.  I eventually gave up deciding that wasn't fast enough and bought an srt-4.

For handling you should just get some srt-4 springs and some pt cruiser gt anti-roll bars.  The srt-4 springs widely available on ebay and will lower your car about 1/2 an inch.

Things to avoid:

body kits.
big stupid wings
neon lights
rims larger than 16"
silly paint jobs

If you are interested in these please buy a civic.
