Volkswagen Jetta Grinding Gears

Whats going on.  My frineds VW is grinding gears. When you shift from 2-3 between 30-40 mph the gear will grind and then sometimes pop back out?  Does anyone have a clue whats going on? I thought it might be the syncros but im not sure that was just a stab in the dark.
