Yes and no.  I know a lot of people who have sold there modified cars.  But they were nice cars, taken care of.  I think it has a lot to do with the condition the car is in and the modifications that have been done.

this is typically the most common point of view for a couple reasons.  the first is the fact that modifying the car to your own personal tastes/preferences is the essence of tuning in the first place.  most people like to do/choose the mods themselves.

the other reason is that a stock car is more likely to be more reliable.  when purchasing a modified car, you have no idea the quality of parts as well as the quality and care by those who performed the work.  a modified car also signifies a car that was driven hard.  i personally would not buy a car that has any mods, especially a used turbocharged car.

on the flip side, most younger drivers are drawn to heavily modified cars and  jump right into buying one. you basically never get money back from mods when you sell the car, but younger buyers will more likely pay more for a modded car. but for the most part, returning the car to stock is usually the best bet to get it to sell.  plus you can sell all the parts and actually get your money back.

^^ that is pretty true. I was considering (and wouldve gotten) a civic hatch. it was real clean, had the GSR engine swapped into it with some minor things, to make about 200 WHP. i liked it because it was modified, that made it stand out, but also because what was done to it was just a base-- no turbo, nothing major like that besides the swap. so it left me plenty to do what i would want however, it sold beofre i could even call they guy...

That sounds like a pretty solid moded car that someone would def. buy, depending on the condition.
